B. TRAVEL FAQ’s

1.How do I pay for my travel and how am I reimbursed?

Your profile will store your Rice pcard information. Please confirm that your Rice pcard information is setup in your profile. You can add a personal credit card if desired and will have a choice of which credit card to use when making the reservation. Internet fares require a credit card when the travel is booked.

If you received reimbursements from Rice via direct deposit, you will receive direct deposit reimbursements from Concur. Your bank information has been loaded into Concur and will only be loaded when you are initially entered in the system. Only you can see your account information at the profile area. For security reasons, only the last four digits of your account are visible. If you change your account, you must enter any updates at the Bank Information area of the Concur profile.

If you are not reimbursed via direct deposit and are paid by check, you will continue to be reimbursed by check from the Payables Department.

The Concur site is secure and encrypted; the data is encrypted on servers housed within secure facilities. Concur uses commercially reasonable internet industry standard secure encryption methods to protect stored sensitive data, including passwords, credit card #’s and bank account #’s. This information is stored on server(s) that are not accessible from the Internet.

Rice Information Technology has reviewed the security used by Concur to protect customer data. Concur has successfully shown through independent, third party audits that they adhere to information security best practices (e.g. ISO 27001 and ISAE 3402/SSAE 16 audits are performed at least bi-annually by independent parties). Concur complies with the PCI Data Security Standards. Personally identifiable information (PII) is never used for marketing or other purposes.

2. What if I book outside of Concur Travel and Expense?  How do I get reimbursed?

All reimbursements must be made by submitting an expense report in Concur. However, by not booking through CBT or Concur you will lose some of the efficiencies the system provides.

3. Will someone else be able to make my travel arrangements for me?

Yes. You can assign access in your profile to as many travel arrangers as you need. Go to Travel Settings in your Profile and select “Assistants and Travel Arrangers”. This person can update some of the fields at your profile and make any travel arrangements for you.  Arrangers or assistants must have their own login and cannot see your personal information; the link to your Bank Information is not visible to other users.

4. Can I book travel for guests that visit Rice and if so, how do I do that?

First you will need to email concur@rice.edu to request that “guest travel booking” access be added; it is updated by the system administrators who will reply back to let you know it is available.  You will see the link at the top of the trip search section to “Book for a guest”. Click on that link and proceed to make the travel reservations. You will need the traveler’s name that matches their travel documents and their date of birth in order to complete the reservation.

5. How do I find the best schedule and price?

The system is set up to default the results to “search by price”. If you cannot find the flight you are looking for you can search by schedule which allows you to build your own itinerary.

Search by Price will display itineraries Concur Travel and Expense suggests you take based on policy and your travel preferences. It may not show you all options or schedules.

Should you find a cheaper fare using other on-line booking sites, please call CBT and/or email concur@rice.edu as CBT may match the fare.

6. Will I have access to make reservations with all airlines, rental cars and hotels?

Yes. Concur offers the same inventory (Global Distribution System) as all of the airlines, rental cars, hotels and other travel agencies or travel systems offer. The advantage that Concur offers is they partner with JetBlue and Southwest. You will have the ability to choose your favorite airline or search all airlines.

7. Can I book simple international reservations online?

Yes, you can book international travel in Concur Travel. Due to the complexity of international faring, routing and rules, it is recommended that all complex or multi-leg international travel be booked through Christopherson Business Travel at (800) 285-3603. This dedicated group can check for the best airline rates and will ensure you have proper travel documentation.

If travel is charged to research grants, CBT can assist with the requirements of the Fly America Act or Open Skies Agreement when they are called.

8. How do I book group travel?

Group travel for faculty, staff or students can be arranged by calling Christopherson Business Travel directly at (800) 285-3603 or by emailing ricetravel@cbtravel.com.

9. What are the fees associated with booking travel?

Fees range from $0 (hotel and car rentals) for booking online to $35 for agent assisted complex international travel through CBT. See the link at the travel tab, at the bottom of the page for more details.

10. How do I change or cancel a flight once booked?

You will need to contact CBT to change or cancel your flight.

11. What are the fees to cancel or change a flight?

There is no fee to cancel a flight. Fees may apply to change your flight. CBT will keep track of all your unused tickets purchased through Concur or a CBT agent. Each time you make an airline reservation, Concur Travel will automatically check to see if your unused ticket can be used towards the purchase of your new airline ticket.

12. What if I can get a conference rate for a hotel that is better than the search results in Concur Travel and Expense?

Go ahead and book the hotel through Concur. Put your conference rate and/or conference code in the comment section to enable CBT to work with the hotel so you will be charged the conference rate.

13. When will I receive my itinerary?

Concur Travel will send your itinerary to you immediately after you confirm the trip. CBT will email your final itinerary when it is ticketed. In addition, you can view your itinerary from the Trip List section on the My Concur page.

14. Can I add a car or hotel to an airline reservation after it is booked?

Yes. To add or modify your trip, click the name of the trip on the Upcoming Trips section of My Concur and then click Change Trip.

15. Can I request per diem for lodging?

Yes. Per diem is an available option for either international or domestic travel stays.

16. How do I upgrade to economy plus (a seat upgrade on a flight)? Do I call CBT or can I do this online?

Generally this is done when the boarding passes are obtained online. You can call CBT any time after booking to get a seat change or an upgrade. Economy Plus is reimbursable by Rice only when the flight segment is over three hours.

C. EXPENSE FAQ’s

1. Can someone else create my expense report on my behalf?

Yes. A delegate can create expense reports on a user’s behalf. The delegate can create the reports, but in most instances, the user is required to submit it.  This is because the electronic certification is completed when an expense report is submitted; the certification indicates that expenses are appropriate and allowable and in accordance with University policies and procedures.

The section below addresses the steps to set up a delegate and how to create an expense report as a delegate. When you are acting as a delegate, proceed to create or complete the expense report as you would your own. Be sure to return to your own account after completing the expense report.

DELEGATES

2. How do I assign an expense delegate to create or view my expense reports?

To assign a delegate in Concur to create and/or approve expense reports, view receipts, or receive emails regarding the expense reports prepared on your behalf:

Log In to Concur

  • Access your Concur Profile by clicking on the Profile Link at the top right section of the page, then click on the Profile Settings link
  • Select Expense Delegates at the Left Hand margin in the Expense Settings group,
  • Click Add and use the search field to start typing the name of the person you would like to choose as a delegate in order to
  • Select the name of the person by clicking once when the name appears in the box
  • Check all appropriate boxes to give them the relevant permissions (most delegates should be able to prepare and submit reports and view receipts; in some cases delegates may also approve reports. The Concur system will not allow a delegate to prepare, submit and approve reports).
  • To add more than one delegate: Repeat steps 4-8.

If desired, in order for a delegate to be able to receive emails for your activities, check the “receives emails” associated with the action. For example: If you would like them to be able to receive approval emails, they must also be able to approve as well. A delegate that is in the system regularly may not need to have the email boxes checked.

3. How do I log in as a delegate?

  • Log in and click on the Profile link
  • You should see a section that says “Administer for another user…”
  • Click on the “I am a delegate” radio button and type in the name of the person you will be acting as a delegate for
  • When you see their name, select it and click the “Apply” button
  • At the top right section of the screen, you should now see the screen say “Administer for XXXX” and the name of the person is listed; also you will see the outline of two persons’ heads.
  • To end the session, click on the “Administer for XXX” and then click on “End admin session”; you will see the outline of one person’s head next to the profile link.

NOTE: It is very important that you are either in your desktop or acting as a delegate as the expense report will process for the user you are logged in as.

4. How do I create an expense report for someone else (act as a Delegate)?

Follow the steps described above to log in as a delegate. When you are logged in as a delegate, you

create an expense report as if it was your own report, but it will be at their Concur desktop since you are logged in as a delegate. Refer to the expense tab at this blog for the steps to prepare an expense report.

EXPENSE REPORTS

5. What if I have expenses charged to my P Card, but they are not in Concur to attach to my expense report?

Wait until you see them in Concur at the “Available Expenses” section; most merchants process the charges within a few days, however some merchants take longer. Only out of pocket expenses should be entered manually into an expense report; pcard charges are imported from the “Available Charges” in Concur. If you add pcard expenses before the charge is loaded in Concur, you’ll need to delete them when the pcard charge arrives in Concur.

6. How do I split (allocate) an expense to multiple org’s and/or funds?

Expenses may be allocated at the header of the report (if all or most of the expenses are to be charged to a different funding source than the default that is assigned to each user), by each individual expense type or altogether at an expense report:

  • If the default funding source at the header record isn’t how the expense report will be charged, changing it at the header record is the best place to make the org/fund change(s). Note the org must be selected first, and then select the fund. The funding provided at the header record will be applied to each transaction in the expense report.
  • To do the allocations altogether at once, in an expense report just below the report’s name, click on the “Details” link, then scroll to the Allocations section and click on “Allocations”,
  • The “Allocations for Report” window appears.
  • Choose your allocation method by clicking the “Select Group” to identify the expenses to be reallocated, then click on the “Allocate Selected Expenses” button.
  • On the right side of the screen is where the reallocations are done; click on “Allocate By” to indicate whether the reallocation will be done by % or Amount,
  • Enter the amount/percentage and applicable fields for each line. You will receive a prompt if the allocation doesn’t total.
  • Click Save at the bottom of the screen.
  • Each expense type in Concur is automatically assigned to the account. To change the account, you will select a different expense type to account for it.

7. How do I account for expenses I incurred on behalf of another employee/student who traveled with me?

If another person’s charges are on your pcard, you will include the expenses and allocate them on your report by using the allocation instructions above. You may also utilize the attendee function for Business Meetings to report meals for all individuals. The report can be sent to multiple approvers, if needed.

8. What should I do with my original receipts?

All employees should keep original receipts until the report is fully approved and any reimbursement has been received.

9. Is the system truly paperless?

Yes, receipts and any supporting documentation are attached within expense reports as electronic images. The expense report details and all documentation are available by logging into Concur.

10. How do I itemize an expense?

  • Select the appropriate Expense Type and fill in all required fields
  • Click the itemize button at the bottom right of the screen
  • If applicable, select the expense type from the dropdown box
  • Complete all required fields
  • SAVE
Repeat these steps until the remaining amount is 0 (zero)
  • Certain personal expenses are non-reimbursable, if there are any personal expenses on the transaction, be sure to check the Personal Expense box.
  • SAVE

11. How are personal expenses and the related deposits handled?

Personal expenses should be charged to personal credit cards. In the event the pcard is used for personal expenses, check the “Personal Expense” box at the expense in the expense report. You will also need to record “Cash Due Rice” for the amount to be reimbursed and include the deposit voucher stamped by the Cashier’s Office in your expense report as receipt documentation for “Cash Due Rice”. The Deposit Voucher is also available by clicking on the link to “Print/Email” and selecting the Deposit Voucher form. To double-check how it is being handled, ALWAYS look at the detailed report to see what it says at the bottom “University Disbursements” section for the “Amount Due User”. These amounts are summarized when expense reports are submitted and should be reviewed closely.

12. How are cash advances handled?

Cash advance requests are processed in Concur. When returning the advance, Concur will ask if you wish to apply an advance to the expense report. You will be able to select the advance in order to include it in the expense report. If only a portion of the advance is used, you will also need to record “Cash Due Rice” for the amount to be reimbursed. Include the deposit voucher stamped by the Cashier’s Office in your expense report. The Deposit Voucher is available by clicking on the link to “Print/Email” and selecting the Deposit Voucher form.

13. My expense report was rejected.  How can I fix it without redoing it all?

  • Log into Concur and select the Expense Tab
  • On the screen you should see a list of your reports.  Note: If the list is not visible, select Report Library at the top right section of the screen.
  • In the Status column, look for the one saying “Sent Back to Requestor”
  • Identify the report and look in the Comment field.  The reason for rejection will be listed.
  • Read the comment from the approver and fix the expense report accordingly.
  • Submit Report

14. What receipts are required?

The University requires for reimbursement purposes that users retain and submit any receipts that are $75 or more (for Pcard purchases) and $25 or more (for out of pocket purchases); if the expense is for hotel, airfare, car rental, alcohol or entertainment all receipts are required.  Your specific department or grant may have stricter expense requirements.  An acceptable receipt is a document that contains:

  • date
  • merchant
  • details (what was purchased)
  • form of payment used
  • amount
  • verification of payment

15. What is an e-receipt?

E-receipts apply only to major travel vendors (e.g. airlines, hotels and car rentals) and are electronic receipts provided when a credit card is used to pay the vendor. They must be activated at your profile (at the “Other Settings” section) and the credit card must also be at your profile (at the “Your Information” section). E-receipt vendors are listed when using Concur Travel or may be available if trip itineraries are emailed to plans@tripit.com. When the charge is paid using the credit card at your profile (e.g. the Rice pcard), the e-receipt vendor will automatically send the e-receipt to your Concur account.

16. I lost my receipt.  What do I do to get reimbursed?

While in your expense report, select the Receipts button at the top of the screen.  Choose Missing Receipts Affidavit – it will appear near the bottom of the drop down.  Select the expense item by putting a check in the box.  SAVE.  Note:  the Missing Receipts Affidavit is only available for transactions where receipts are required.  Also, a user can also access the form by clicking on the link to Print/Email and then selecting the Missing Receipt Affidavit form.

PRINTING OR EMAILING REPORTS &/OR RECEIPTS

17. How do I print or email my expense report if needed?

Most needs for printing an expense report have been eliminated.  However, if you do need a hard copy or want to email the report, follow these steps:

  • Open the expense report in Concur
  • Click the Print/Email link (below the report name) and select “Detailed Report”
  • Print or email the report using the boxes at the top of the report. To see the report and all supporting documentation, select the pdf version of the report.
  • If a report is emailed and a reply is needed back, be sure to include the Rice email address in the email exchange. Otherwise, the emails are generated from the Concur email system and will only be sent to Concur and not the Rice email address.

18. Do the receipts associated with an expense report print out automatically if I print the expense report?

Yes, if you choose the pdf version of the detailed expense report. Or,

To print your receipts that have been attached to an expense report do the following steps:

  • Open the expense report in Concur
  • Click the receipts link just below the expense report name
  • Open the receipts in a new window and print the receipts

19. What is the best way to review receipts?

Concur’s recommendation is to hover over the receipt icons while in the expense report. Alternatively, the receipts can be reviewed at the pdf version of the report or by following the steps at the previous question.

EMAILS

20. Why do I get an email that says it’s approved by someone in the Controller’s Office?

Prior to Concur, expense reports above a certain dollar limit have been reviewed on a random basis by the Assistant Controller- Disbursements (ACD) before the payments are processed. Now you are seeing this review documented. While the ACD’s name is at your report, not every report is reviewed. The system permits a random review, but requires that reports above a certain dollar limit be submitted for “Accounting Review”. The ACD’s review is the “Accounting Review” which is the final step before reports are completed.  This review step occurs daily during the work week.

Additional information about emails will be added here at a later date.

REIMBURSEMENT PAYMENTS

21. How long does it take to get my reimbursement?

Once an expense report has moved through the approval process, it is released for payment twice weekly if you are on direct deposit.  Deposit is made electronically into the same bank account as your payables reimbursements (for many, this may be the same account as your paycheck). Here is the payment timing you can expect after a report is approved (there may be a one to two business day lag for some financial institutions) –

Reports approved by               Direct deposit funds will be deposited on

Each Tuesday                              That Friday

Each Thursday                            The next Tuesday

22. Where can I see the status of my expense reimbursement/payment?

There are different ways to see the status,

1)      Log into Concur

  • Click the Expense tab and the status will show at the bottom of the expense report or
  • Click  ‘Report Library” at the top right section of the page
  • Locate the Expense Report in question and look at the columns “Status” and “Payment Status” to see the status of each that will be displayed

2)      Log into the particular expense report

  • Click on ‘Details’ just below the report’s name
  • At the Reports section, click on ‘Report Payments’ and it will show the estimated payment date for direct deposit payments. The actual payment date is within 1-2 days after the estimated payment date.

3)    If the person being reimbursed is not on payables direct deposit, option #2 above will not have an estimated date as the payables department generates the check in its weekly check runs. For these payments only since Rice initiates the payment, you can see the reimbursement in Webapps (via the Vendor/Invoice History) or in Esther at the Employee Reimbursement Information section.

APPROVALS

23. How do approvals work?

Effective 1/05, the expense report approval process was changed to more easily add additional approvers, if needed. Please refer to the links and/or the steps described below.

Approval Process Flow –

Approval Pop Up Boxes –

When submitting an expense report:

1)  You will submit the report to the one-over approver (or PI) for initial review of the expense report; this approver must have the dollar limit and budget authority.  If the expense report is approved, the expense report is finalized at this point. Refer to the next step for reports that require additional review/approval.

Note: The one-over approver (or PI) may be predefined at each user’s profile. This is done at the “Expense Approvers” link within the profile settings by searching for the last name of the person at the “default approver” box, selecting them and then clicking “Save”.  When this step is done, the person selected will be pre-populated as the “one-over approver (or PI)” when an expense report is submitted; this person can be changed when an expense report is submitted, if needed.

If the one-over approver (or PI) is not predefined at the profile, the user will select the approver each time an expense report is submitted.

2)  To add additional reviewers/approvers to the expense report, either the user and/or the one-over approver (or PI) can route the expense report to all additional approvers required to finalize the expense report. When the approval flow popup box opens on your screen, you will:

–   Add approvers by clicking to the right at the very bottom pop up box labeled “Approval for Processing”, select the blue circle with a “+” that states “Add a step before this step” when you hover over that circle. A new pop up box will be added; when you are in the new pop up box, you will select the person to add in order to send the expense report to them. Additional persons can be added, the report will route in the order the persons selected are listed at the pop up box(es).

24. How do I know if there is an expense report needing my approval?

There are two ways to determine:

  • You will receive an email notification that an expense report is waiting for your approval in Concur or
  • After logging into Concur, the Approval section will list all reports waiting for your approval; proceed either to the specific expense report at the “Required Approvals” section towards the bottom of the page or click on either of the Approvals tabs at the top of the page and select the report(s) for approval.

25. How do I add another approver to the approval flow?

  • Select the Details tab
  • Select Approval Flow
  • Click the blue circle with the “+” sign that says “Add a step after this step”
  • In the new “user-added approver” box, begin typing the name of the additional approver
  • As you type the names will populate in the dropdown
  • Select the appropriate approver

The expense report will route to the additional approver(s) after the one-over or PI approver has completed their review. The one-over or PI is the first required approval that must have the approval limit to approve the report.

ACCOUNTING, AUDIT SERVICE & BANNER/WEBAPPS

26. Where do I see how my expense report is charged?

  • In the expense report, click on the link to “Print/Email” and open the “Detailed Report”

28. What is the Banner document reference for Concur journals?

Banner’s document # begins with the prefix “CON”, the next two digits signify the fiscal year end and the following digits reflect Concur’s batch #.

29. What is the Concur Audit Service?

Rice purchased Concur’s Audit Service which randomly selects 20% of the expense reports for review. This step occurs after reports are submitted and prior to the report being routed to the approver.  This service can take up to 72 hours, so please allow time for processing expense reports.

30. Can I see where my report has been routed?

Yes, within an expense report, click on “Details” which is just below the report name, then select “Audit Trail” and you’ll see the various steps that have occurred with the expense report.

While use of Concur travel is optional, it is strongly encouraged in order for Rice to obtain travel discounts from vendors. Christopherson Business Travel (CBT) is the travel management company Rice selected that handles the travel fulfillment using the Concur Travel system. You may also call or email CBT to arrange your travel plans.
  • Concur Expense is the expense reporting tool where pcard charges and out of pocket expense reimbursements are processed. Use of this system is mandatory for all employees in order to properly document, account and report reimbursable business expenses.

33. How do I get trained on the Concur system?

Send an email to concur@rice.edu; a member of the Rice support team will contact you to schedule training. The location of the training varies depending on the number of people being trained. The scheduler will confirm when and where training will be held.

34. What types of training materials are available?

See above; additionally there are training videos available at the Concur blog. Proceed to the Training Resources section of the blog and click on the “Concur Training Videos” link. There are many topics available in video or pdf form. Please know Concur has changed its user interface since these materials were created; the content is the same, but the appearance of the screens looks different. The system functionality is the same with the user interfaces.

35. Who is responsible for the Concur system at Rice?

The Vice President of Finance and the Controller’s Office are responsible for the system; the Assistant Controller – Disbursements, the Payables Manager and Training Coordinator are your Concur campus experts. Additionally, there is an implementation team of 11 individuals from across the campus that meets regularly to address various project items.

As the campus becomes more familiar with the Concur system, we are developing “super users” in various departments that will also be available resources to contact.

Administrative Systems handles the interfaces between Concur and Banner/Webapps. These interfaces include the following –

  • employee & student loads (mostly graduate students)
  • authorized approvers and their approval limits (from the signature database maintained by the Training Coordinator in Payables)
  • accounting data – including Banner’s funds and org’s and posting of expenses to department budgets when the Concur expense reports are approved.

Note: Expenses available in the Concur system are added by Concur. For questions regarding the available expenses, email concur@rice.edu.
